It's not often I want to create an archive and when I do, I just use WinZip.Most of the time, I'm looking inside them and Salamander does a fantastic job of that. Come to think of it, I've never looked to see whether Salamander can create archives; I wouldn't be surprised.
In any case, TUGzip looks like it could be quite useful, for those who aren't happy to cough up money to achieve these goals, since it's free.
